I can confirm that this export filter is useless in Word 2011. I created a Word page with just one png on it, then exported as.mht from both Word 2010 and Word 2011, then compared the HTML in a text editor. The 2010 export was typical MS bloatware markup for hundreds of unused styles, etc., but it does display correctly in Internet Explorer and Word.
The 2011 export had a very large block of base64 encoded mystery stuff, then the.png, but was missing all html markup. Not even an tag, nothing.

I can't see that it could display anything in any program. The export from the 2016 preview works when viewed in Internet Explorer and Word 2010. I couldn't get Word 2011 to display pictures in any version of.mht from any program, so it looks like both the import and export filters are non-functional. I'm certain this is a bug in Word for Mac based on the following: • Use Word for Mac to create a simple word doc with text and an image • Save this doc as an.mht and close the file • Reopen the saved.mht file and you will not see the image despite it being properly stored in the.mht file You can take this same.mht file and change the extension to.eml. The file then opens in Apple Mail and properly displays the images. If anyone knows any workarounds, please pass it along. When you save the file only the MHTML is written to disk. Opening the file for editing in Word displays only text & content actually created by Word. To view inserted objects the file has to be read by the web browser mode, where you can view but not edit.
